That looked like pedal strike to me. The gradual banking at NEV is the reason I switched to 165 mm cranks. A teammate of mine actually struck his pedal even with 165s (he's fast).
Last week a guy in the D category struck his pedal in turn 4 just like that, but didn't go down.
